an overtime session reach as a fiscal cliff deal. while most people partied, lawmakers struck a last-minute agreement to stop at cross the board tax hikes and spending cuts. but maybe too soon to celebrate. we'll tell you why in a live report. >> plus, another big story in the nation's capital, the burgundy and gold return to the playoffs. we'll see how people are marking the end of a five-year drought. fox 5 morning news continues right now. right now.

good morning. it is straight up 6:00 on the first day of the new year, 2013, here we come. take a live look outside right now at reagan national airport. checking in with tucker here in a second. it is tuesday, the 1st of the year. i'm sarah simmons. >> i'm wisdom martin. welcome to fox 5 morning news. there it is, countdown to 2013 and what most may say was the most famous new year's celebration of them all. morning a million people hit the streets of chilly manhattan to watch the ball drop in times square. about a billion more watched it on television. many folks rang in the new year as the 18th annual first night alexandria. the vice-mayor says it is the largest family friendery new

year's event in the region. that includes food, face paymenting and a water fireworks show. the bars along king street were also bustling. everybody seemed to have a good time. >> weather cooperated. >> it wasn't a great night. >> it was new year's eve weather. >> it didn't rain and/or snow and it wasn't brutally cold out there. we remain in the 30s here early today. and we're looking at more of the same. if you enjoyed the last day of 2012, you will love the first day of 2013. >> so far, we're off to a good start. >> off to a fine start. let's get to it. we have a cold front coming through. it is a very slow mover and a lot of moisture to our south and west. most of that moisture should remain to the south and west during the course of the day. generally just cloudy here today. can't rule out the possibility particularly if you are a viewer south of the city down towards colonial beach. good morning. happy new year to you. you might see a sprinkle or flurry. a better chance for a flurry would be in mountains off

to the north and west. most of your day just kind of cloudy. here are your temperatures at reagan national, 40 degrees. dulles, 32. these temperatures are bouncing around a lot. bwi marshall, 40 degrees. most of the area will be waking up to temperatures in the 30s. there you go. might be a peek or two of sunshine but generally cloudy today with high temperatures about where they should be. that would be the low 40s for the first day of january. >> thank you, tucker. ou, tucke we are following two developing stories in the district this morning. first, a stabbing on board a metrobus. this happened around 2:30 this morning in southeast. police tell us a man and a woman got into some sort of argument. the man then pulled out a knife and stabbed the woman. she is expected to survive. he ran off and is still on the loose. police are looking at security footage from the bus. over in northeast, new york avenue is finally back open after a multicar crash shut it down for several hours

overnight. d.c. police say seven cars and 18 people were involved in an early morning wreck by the washington time building. none of the injuries are considered to be life- threatening. still no word on what caused that crash. >> and we have breaking news this morning regarding the fiscal cliff. a deal has been reached and passed by the senate at least. we still are waiting on the house. senate leaders approving the deal in an early morning vote of 89-8. we are not out of the woods just yet as the plan now heads to the house where its future is in the republican controlled body is uncertain. melanie alnwick is live with the latest on this situation. good morning. >> reporter: good morning. i don't have the house schedule just yet but i do know that the senate plans to come back into session at 2:00 this afternoon. one would assume that the house would also be working concurrent with that as well. house speaker john boehner did say that he and his leadership team and the rest of the republican caucus want to take a good look at the bill that the senate passed before they

put it up for a vote but he did until that that vote could happen late today or perhaps early on wednesday. now, in the deal that was approved by the senate, income tax rates will stay the same for most americans. individuals making $400,000 and couples making $450,000 will see their taxes rise. the planned spending cuts in defense and dopings tim programs have been delayed for two months. senators say it is a less than perfect flan but it is a start. some still criticize the bill saying it doesn't go far enough to reduce the deficit or unemployment. >> the idea that people earning $300 to you to $400,000 a year could not pay the taxes they paid in the 1990s when the economy was booming is just plain absurd. >> of a said all along that our most important priority was to protect the middle class familiaries. this legislation does that. middle class families will wake

up today to the assurance that their taxes won't go up $2200 each. they will have the certainty to plan how they will may pay for groceries, represent, car payments all during next year. >> reporter: we've been focusing mainly on income taxes. there is one tax that will rise for most workers. we're talking about the 2% payroll tax cut that was part of an obama stimulus that was passed two years ago and then extended for another year. in this deal, they're going to let that payroll tax cut expire and that will mean that an additional $20 a week out of most workers paychecks will now go back to the social security trust fund instead of into their pockets. juror all right. thank you -- >> all right. thank you for that report. one major issue is the bill does not address is the debt ceiling. monday, the u.s. reached its legal borrowing limit and now the treasury department must work to buy time until the end

of next month. the department will suspend some investments and benefit funds for federal workers. still, department will not be able to pay all of the nation's bills on time. this could set stage for another capitol hill battle as congress must vote to raise the debt ceiling. >> new this morning, gay marriage ceremonies are under way in maryland. same-sex couples have been able to get marriage licenses in the free state for about three weeks but the new law didn't go into effect until the strike of midnight in the new year. dozens of same-sex weddings are scheduled for today including some at city hall in baltimore and a mass wedding event at the black walnut point inn on tillman island. maryland is also banning arsenic in chicken feed and allowing parents to freeze their child appear credit in an effort to prevent identity theft. in virginia, it will be harder for state and local governments to take property in the name of eminent domain. and insurance agents will now

have to perform property owners if their policy excludes coverage for earthquake damage. let's talk football. the redskins are still the talk of the town. >> the excitement over their first division tight until 13 years is overwhelming. tickets for sunday's game are all sold out through there are always ticket agencies like stub hub but you better be prepared to shell out big bucks. standing room only seats are selling for $150. apparel stores say the new division champ shirts are expected to fly off the shelves. still ahead at 6:00, the prince william county police department mourns the loss of one of its own. >> but first, an update on secretary of state hillary clinton's health as they spends another night in a new york city hospital. you are watching fox 5 morning news. doctors treating secretary of state hillary clinton confirmed the broad clot that landed her in the hospital is in her head. >> they say she did not suffer a stroke or any neurological damage. doctors discovered the clot in a vein between her brain and skull behind here right here while performing a check-up. it isly the result of a concussion clinton sured from a fall earlier this month. clinton will stay on blood thinners to dissolve the clot. doctors say they will be released once a medication dose as been establish the. so far no, charges have been filed in connection with the deadly crash that killed a prince william county police officer. 35-year-old chris yung died in a fiery crash on route 28 near piper lane in bristow yesterday afternoon. his motorcycle collided with a minivan that was turning left from nokesville road. both vehicles caught on fire. another driver was not hurt. officer yung worked for the department for seven years. he leaves behind a wife who is also a police officer and their

>> moscow's red square lit up with colors last night. tens of thousands packed the area around the kremlin to watch the fireworks and ring in the new year there as well. >> just beautiful. almost looks fake. just a beautiful scene there. >> reporter: nate on troops serving in afghanistan even got a chance to party on new year's eve. soldiers from different countries gathered in the capital city of kabul to dance the night away. they were having fun there. nato has more than 100,000 troops in the country including some 66,000 american troops. good for them. they get to take some time to celebrate and party like the rest of us. >> just from looking at the dancing, i think i would feel most comfortable at the celebration there in afghanistan. >> that is just mine. you were probably doing that in your living room all by yourself. >> sadly i was. because bedtime was early for

us. >> no dancing, no celebrating. just me and a sparkling glass of martinelli's. >> you do that every night. >> i last night, i step tupped. >> your little slippers. >> my silk robe. >> cloudy skies to start your day. it will be a mostly cloudy day but not much will happen with the clouds. we might see a sprinkle or shower here for one or two of you. most of you will be kind of dry. temperatures the next couple of days will trend just a little bit on the cool side for this time of year. we are entering the coldest time of year as we get into the heart of winter here. 40 in washington. 40 in annapolis. baltimore, 40 degrees. these temperatures have been bouncing around a lot. we've been in and out of the clouds a little bit here during the overnight hours. some of the clearing has led temperatures to fall out to the west. dulles, 32 degrees. 37 up in frederick. quantico, 40 degrees for you. we'll start with the radar first.

we are getting some light shower activity south and east of town. this particular radar showing it being a little aggressive. how much of this is actually touching the ground, i'm not sure. i think we are getting some reports of very light rain down in extreme southern maryland. so colonial beach, st. mary's city, you might be getting a loot sprinkle or shower. we have a cold front moving through and you can see most of the moisture here is off to our south and west and will remain south and west during the course of the day. the other factor here is we've got a very dry atmosphere overhead. so anything that tries for fall into that has a tendency to evaporate before it can do so. front moves through later this afternoon and tonight. late night clearing and that sets us up for a sunny but cool wednesday. 42 today. mostly cloudy. sprinkle possible. could be a flurry if you are off to the north and west. winds out of the west here at five to 10. cold tonight with plenty of clouds early. slight chance for a sprinkle or

now, across the channel, the city of lights celebrated the new year along the champs elysees. authorities banned the forks displays for the night. >> look how much fun they are having. >> while we slept. >> i was in france for bastille day when i was in college. i hope to never do that again. it was terrifying. everybody had their own forks that they were throwing at each other. >> was that legal? idon't know. as an outsider looking n i was terrified. >> you have had so many adventures.

>> any more stories about -- >> no, i haven't. >> are you going to put stories into ask tony and tucker? >> we'll have to see what happens. depends how much time we have. >> could be a lot. not much going on. some breaking news this morning. >> this coming of off of capitol hill. senate leaders have approved a fiscal deal preventing taxes from going up. >> it heads to the house now where republicans could express their opposition to this. >> reporter: good morning. so it is not so much going over the fiscal cliff as it is sort of just taking our foot off the gas for a while. and certainly one of the more memorable ways to ring in the new year for senators and their staffs here on capitol hill, the deal-making continued well into the night. the votes coming around 2:00 this morning. the bill passed 89-8. house speaker john boehner and his leadership team say they need to review the senate bill

before they're going to put it up for a vote. now, that could happen late today or perhaps wednesday. in the deal approved by the senate, income tax rates will stay the same for most americans. individuals making $400,000 and coupled making $450,000 will see their taxes rise and the planned $24 billion in spending cuts to defense and defense tick programs have been delayed for two months. senators say it is a less than perfect plan but it's start. >> we don't think taxes should be going up on anyone but we all knew that, if we did nothing, they would be going up on everyone today. we weren't going to let that happen. each of us could spend the rest of the week discussing what a perfect solution would have looked like, but the end result would have been the largest tax increase in american history. >> i'm disappointed that we weren't automobile to make the grand bargain as we've tried to do for so long. but we tried.

if we do nothing, the threat of a recession is very real and passing this agreement does not mean negotiations halt. far from it. we can also agree there is more work to be done. i thank everybody for the patience today and they've had a lot of patience. >> reporter: so again, assuming that the house does approve what the package that the senate put together, again that is still really only giving us a little breather for a couple of months. again, we are going to have to decide here on capitol hill how they are going to parcel out those planned spending cuts, if they are not going to go to the automatic across the board cuts that were planned and that is supposed to hit right about the same time that we are set for another bruising debt ceiling battle sometime in february. >> all right. thank you. the fiscal cliff deal also brings good news for the price of milk. you see the deal would prevent the price of a gallon of milk from reaching nearly $8. the deal agrees to extend

portions of the expired farm bill through september. tember. some other big stories this morning. gay marriage ceremonies are under way in maryland. some same-sex couples rang in the new year by taking their vows. they were able to get marriage licenses in the free state for about three weeks but the new law didn't go into effect until the strike of midnight in the new year. dozens of same-sex weddings are scheduled for today. that includes some at city hall in baltimore and a mass wedding event at the black walnut point inn on tillman island. doctors are treating secretary of state hillary clinton and they are saying that she is making excellent progress and is in good spirits as she receives treatment fay blood clot in her head. they also stress she will make a full recovery and never suffered a stroke or any neurological damage. doctors discovered the clot in a vain behind her right here. clinton will stay on blood

thinners to dissolve the clot. doctors say she will be released once the medication dose has been established. a new report by the senate claims the cia, the fbi and other intelligence groups all made changes in the talking points regarding the terror attack in benefit ghazi, libya. the changing reports says that it was led to the obama administration's confusing public explanation of the attacks. -- the attack in benghazi, libya. the u.s. ambassador chris stevens and three others were killed in the september attack. all of this excitement about the redskins victory sunday over the hated cowboys, it still hasn't worn off. >> of course not. not in this town. >> it is 2013.

evaporates before touching the ground actually few sprinkles or light showers certainly a possibility particularly in southern maryland. there might be one or two flurries off to the north and west later today. here is a bigger look and a cold front pressing through. we can't rule out the possibility that later today, you could see a few showers or light sprinkles later this afternoon and again, it will be mostly cloudy today. you might get a peek of sunshine here or there. later tonight, the front presses on through and we'll be back in the sunshine with dry conditions around here for the middle and end of the week. here is futurecast. it is picking up that light rain shower activity i just showed you there to the south. notice at 11:00, we are generally dry, just kind. cloudy out later this afternoon. the clouds will dissipate as the front is able to move on through. tomorrow morning, back in the sunshine and cold around here for the middle of the week. hour eyes by wednesday, thursday and friday actually a little by low normal.

layer where temperatures are at or below freezing. -- the temperature is above 32 so it melts. when it hits the surface, it freezes. it becomes freezing rain. so if you are out driving and you encounter freezing rain, it would just be falling as a raindrop on your windshield, you wouldn't see that as sleet. what happens with sleet, just like we talked about, we talked about the different layers of the atmosphere, there is a part of the atmosphere, a layer where the temperature is below 32. so it falls first as a snowflake, melt as a raindrop and refrozes before it reaches the earth's surface. that is why you get that ping of the sleet pell. the freezings rain much more dangerous than sleet because it will have a ten -- a tendency to give us that ice rink effect. sleet falls as little pellets. >> i remember on my windshield, it seems like some of the worst
